Representation arrangements

Council currently has 13 Councillors elected from five general wards and a Māori ward, plus the Mayor.

The number of Councillors that can be elected in each ward depends on how many residents there are in each ward. The aim is for a similar number of people to be represented by each Councillor.

Representation Review 2021

Under the Local Electoral Act, Council must review the representation of the District every six years.

During 2021, Whangarei District Council conducted a Representation Review. This review looked at how many councillors there should be for our district and how they should be elected, whether councillors are elected from wards or ‘at large’ across the whole district, how many wards there should be and the boundaries and names of wards.

The representation arrangement for the Whangārei District  is as follows:

Councillors

13 councillors in total:

  • 11 general ward councillors elected by ward, by electors enrolled on the general roll
  • 2 Māori ward councillors elected by one district-wide ward, by electors enrolled on the Māori roll
  • The Mayor elected at large.

Wards

Six wards in total:

  • Five General Wards:
  • Bream Bay General Ward
  • Hikurangi-Coastal General Ward
  • Mangakahia-Maungatapere General Ward
  • Whangārei Heads General Ward
  • Whangārei Urban General Ward
