Major roading contracts awarded

We have approved new three-year road maintenance and renewal contracts to “top local contractors who offered the best quality at the best price,” says Infrastructure Committee Chairman Simon Reid.
Deputy Mayor Phil Halse and senior roading staff have been developing the specifications for the first new major contracts awarded since before COVID-19.
The contract for the northern part of the District ($37.4 million for the first three years) was awarded to Fulton Hogan. The contract for the southern area ($53.8 million for the first three years) was awarded to Ventia.
The two contracts will be reviewed every three years, with two opportunities to be extended, potentially allowing for a total nine-year term.
“These contracts have been structured to ensure regular input from Council. There will be regular inspections and quarterly reviews, as well as the three-yearly major reviews. We will also have dedicated 'find and fix' crews out on the road throughout the contracts,” said Councillor Reid.
The awards represent up to $300 million dollars' worth of work (over nine years) for the successful tenderers. They will provide employment and prosperity opportunities for the District, as well as ensuring levels of service for our transport network are continually met or exceeded.
“The winning contractors offered the best combination of price, expertise, experience and track record, with the bonus that most of their teams reside within the region. Their bids showed confidence in working long-term for the District.”
He said the contracts include a significant commitment to the employment and development of small to medium local businesses and their staff, with the focus on developing a collaborative working relationship with us and the successful suppliers.
“The benefit of this contract arrangement is to have two contracts of sufficient scale to attract quality contractors and value for money.”
He said there will also be further contract work available for tender. This will involve approximately $6 million worth of road rehabilitation work, and approaching $9 million in structures (bridges, culverts etc). This will be open to tender bids from all approved contractors.
Positive results will include a competitive market environment that supports growth in local suppliers and supply chains.
“We want to see improving customer satisfaction, improving quality outcomes and value for money.”
Councillor Reid said there would also be a strong safety focus for both those working on and using our roads.
He said we expected to see continuous improvement in the District’s roads and improving resilience in the network over the terms of these contracts.
“We have motivated, knowledgeable and keen staff and elected members' oversight on this.”
