The majority of fees include a proposed inflation increase of 3.2%. This is the averaged Local Government Cost Index (LGCI) derived by Business and Economic Research Ltd (BERL).
In accordance with our Financial Strategy set as part of our Long Term Plan 2024-34, this is the inflation rate used throughout our Annual Plan 2025-26.
Council will apply the current Inland Revenue Department mileage rate per kilometre for mileage charges (applicable to petrol, diesel, hybrid and electric vehicles).
The following summarises the changes to Council’s fees and charges in regards to the specific Council services that are subject to consultation:
- Drainage – Wastewater: Existing drainage fees and charges have been increased by the average LGCI rate of 3.2%
- Drainage – Trade waste: Trade waste charges have been increased by the average LGCI rate of 3.2%.
- Bylaw enforcement: Bylaw enforcement fees have been increased by the average LGCI rate of 3.2%.
- Food premises: Hourly rates and fees have been increased by the LGCI average rate of 3.2%. Ministry of Primary Industries have introduced a new Food Business Levy under the Food Act 2014.
- Gambling and Racing Act: The deposit and associated hourly rates have increased by the average LGCI rate of 3.2%.
- Health Act – registered premises: These fees and charges have been increased by the LGCI rate of 3.2%.
- Public places bylaws: These fees and charges have been increased by the LGCI rate of 3.2%.
- Resource Management Act: The deposit (lodgement fee) has increased with more than LGCI to reflect the cost of applications. A new deposit was also introduced under S182 of the Resource Management Act. Professional fees have generally been increased by the LGCI rate of 3.2%.
- Monitoring and land use consent conditions: These fees and charges have been increased by the LGCI rate of 3.2%.
- Abatement notices: These fees and charges have been increased by the LGCI rate of 3.2%.
- Professional fees: Hourly rates have been increased by the average LGCI rate of 3.2%.
- Rubbish fees: Fees and charges have been increased by the average LGCI rate of 3.2% and rounded appropriately.
- Water supply: Fees and charges have been increased by more than the LGCI rate of 3.2% to more accurately reflect the costs.
