We want to hear from you about our Annual Plan 2025-26, which sets out all the planning, projects and spending for the coming year. 

Our intention is to continue to focus on looking after our infrastructure, staying on top of funding challenges and making sure we’re ready for future growth. 

Rates options for 2025-26 

We have reviewed how rates are calculated to ensure they are still set in the fairest way. 

While we are proposing to leave things largely the same, we are putting forward a few adjustments for 2025-26 that we would like your feedback on. 

New stormwater targeted rate

Councils are expecting sharp increases in the cost and expectations for managing stormwater. We need to invest more in stormwater infrastructure to manage and lessen its impact on our community. 

During 2024-25, we funded these costs through debt. This gave us time to wait for clarity from the Government about their plans for Local Water Done Well and to work out the fairest way to fund our stormwater management. 

Local Water Done Well

We are now asking you for your feedback on some proposed ratepayer-funded options for this service. 

Option 1 (our preferred option) 

Introduce a District-wide universal rate of $0.0003696 per dollar of land value. This would work out to be an average annual cost of $180 per household. 

Option 2 

Introduce a District-wide universal rate of $172 per separately used or inhabited parts (SUIP) of a rating unit.

A SUIP refers to any part of a property that is used for a different purpose or inhabited by someone (i.e. if you had two homes on one property, you would be charged twice). 

Reducing the Uniform Annual General Charge (UAGC)

We are considering a reduction of the Uniform Annual General Charge (UAGC), which is a fixed charge on each property paid by all ratepayers. 

Reducing the UAGC would provide rate relief for owners of lower-value properties, ensuring a fairer distribution of rates across our community. 

When the UAGC is lowered, owners of higher-value properties pay a higher share of our District’s costs. 

Option 1 (our preferred option) 

We reduce the UAGC from $909 to $500 for 2025-26 to relieve some of the rate burden for lower-value property owners. 

Option 2 

Leave the UAGC at $909 in line with what was set in the 2024-34 Long-Term Plan. This would see the share of rates paid by lower- and higher-value properties remain the same as what we have today. 

Relief for farmed business-zoned land

We are proposing introducing a contestable business grant to assist some of the District’s ratepayers who own high-value undeveloped land that is zoned for business use and currently used for farming. 

The grant would provide relief to landowners that were impacted by a 2021 change in rating policy, which saw the commercial and industrial differential applied to all business-zoned properties, including those used for farming. 

The grant will be funded by ratepayers in the Commercial & Industrial and Rural sectors. This equates to an additional 1.2% general rates increase for these sectors. 

Option 1 (our preferred option) 

Increase Commercial & Industrial and Rural rates by 1.2% to provide temporary relief to owners of business-zoned property used for farming.

Support will be available for a maximum of three years, after which landowners will transition to full business-zone rates. 

Option 2 

Do not provide temporary relief to owners of business-zoned property used for farming. This would mean properties would continue to be rated within their current zoning with no relief provided.

Under this option, the additional 1.2% rate increase for Commercial & Industrial and Rural rates will not be needed to fund the proposed business-zone rates adjustment.
