Permits for stalls and mobile businesses

To operate a mobile shop, hawk or set up a stall in a public place in the Whangārei District, you will need to apply for a licence. 

Definitions

  • mobile shop operates for short periods in one location before moving on, e.g. an ice cream van.
  • hawker offers goods for sale, sometimes on foot, without prior invitation to visit that private or public place.
  • stall is a specific location where a business is set up for more than 30 minutes e.g. on the roadside.

Step 3.Department referral

Your application will be referred to the following areas of Council:

  • Roading Department - to assess any impact on traffic safety
  • Parks Department - where parks or reserves are affected.

Step 4.Trade on a State Highway

To trade on a state highway, you must apply to the Waka Kotahi NZ Transport Agency.  

Call the Network Manager (Utilities) Highways and Network Operations on 09 969 9800.

Step 5.Trade in Cameron Street Mall

If you want to trade in the Cameron Street Mall, you must apply for a permit. Download and fill in the following application form and return to us.

Apply for a licence exemption

You do not need a licence if you intend to set up a food stall for:

  • a one-off event
  • fundraising purposes (maximum of 20 fundraising events per year). 

You will need to provide notification of your food stall for assessment.

Step 3.Issue exemption

If you meet the exemption criteria, you will be issued with a Certificate of Exemption for your food stall.
