A proposed new roundabout at Springs Flat Road will provide safer connections to State Highway 1 from Te Kamo and access for future housing planned for Kamo East. It will also enable the development of a new supermarket and shopping centre next to the roundabout.

A roundabout at Springs Flat Road has been under consideration for many years, since the development of the Kamo Bypass. Central Government funding has been secured through the Infrastructure Acceleration Fund to help pay for the project. 

The project will include: 

  • a new roundabout on State Highway 1 with connections to Springs Flat Road and Alcoba Street 
  • shared paths on both Springs Flat Road and Alcoba Street 
  • a signalised crossing across State Highway 1 to link the shared paths 
  • connections to Upper Hatea Loop Path and to the Kamo Shared Path in the future  
  • access to a future supermarket and shopping centre development on Springs Flat Road.

The proposed new roundabout will be partially located in an existing flood plain and additional flood storage will be provided to minimise any flood impacts.

Two other related projects are underway to enable more residential housing in the Kamo East area: Gillingham Road bridge and Alcoba Street connection.

We are proposing to replace the Gillingham Road bridge with a wider, stronger bridge to allow for future housing in the area.

Alcoba Street connection

The Alcoba Street connection (construction late 2024 to late 2025) will include the following work: 

  • Alcoba Street will be extended at each end to connect both to State Highway 1 and to Gillingham Road via Beacondale Place.
  • A 3m-wide shared path will be installed on one side of the road connecting to the Upper Hatea Loop.
  • Changes will be made to the intersection of Beacondale Place and Eden Terrace to change the priority of this intersection. 
  • A raised platform to slow traffic and enable pedestrians to cross will be installed at intersection of Eden Terrace and Gillingham Road. 

Background

The Springs Flat Roundabout project has been under consideration for over 20 years. Initially it was to provide a connection between Springs Flat Road and State Highway 1 to allow a supermarket development and was to be built at the time of the Kamo Bypass.

The project was included in the 2018 Whangarei City Transportation Network Strategy (Programme Business Case) and has been included in Council's past two Long Term Plans.

The project is now a four-exit roundabout providing access to future housing in Kamo East, as well as a proposed new supermarket and shopping centre.

The project is supported by Central Government funding through the Infrastructure Acceleration Fund (IAF).
