The Housing Strategy gives local understanding of the impacts of poor housing across our communities. It explores the diverse housing needs of our communities and gives a framework for collective action to meet housing needs in Whangārei District.

Co-governance
The Whangārei District Housing Strategy represents a historic step in Te Tiriti o Waitangi partnership between Whangarei District Council and ngā hapū o Whangārei. The Strategy is the first co-governance arrangement between us and hapū representatives in our District.
The co-governance approach to the Strategy is significant because both parties have entered the arrangement voluntarily.
We agreed to establish a Co-governance Housing Strategy Subcommittee (the Subcommittee) to oversee the development of this Strategy with the delegation to adopt the Strategy. The Subcommittee has equal numbers of hapū and elected member representatives.

Across the four strategic areas, it highlights the local issues impacting on Māori and community housing aspirations, the consequences of poor housing outcomes in Whangārei and the opportunity to deliver housing outcomes alongside:
- Central Government
- Hapū / Māori
- Community Sector
- Development sector
The Whangārei District Housing Strategy was adopted by the Co-governance Subcommittee on the 27 September 2022.
Next Steps
To ensure the Strategy is a living document, Council, hapū and key housing responders and the community will be responsible for monitoring and implementation of the action recommendations.
