Urban Structure Plans

The Growth Strategy divides Whangārei City environments into eleven distinct areas. These areas are known as Structure Plan Study Areas, with each having its own detailed study for planning purposes.

The structure plans are long term and implementation depends on their eventual incorporation into our statutory planning documents, such as the District Plan.

Land identified for particular use in these structure plans will be subject to legal processes of negotiated agreements, acquisition or designation. We will make sure that all necessary procedures are followed before any proposed land use change takes place.

Landowners or developers can apply for private plan changes to the District Plan using the recommendations identified in the structure plans if Council does not already have such changes programmed.

The goal of all Urban Structure Plans is to make progress towards sustainable communities that offer a high quality of life and safety for all its residents, while ensuring efficient use of ratepayers’ dollars and the long term viability of residential and business investment. 

Te Kamo, Springs Flat, Three Mile Bush and Whau Valley Structure Plan

 The purpose of this Structure Plan is to provide for the sustainable management of the natural and physical resources of the Te Kamo, Three Mile Bush, Whau Valley and Springs Flat area, in accordance with the aspirations of the local community and to the benefit of the wider Whangārei District.

Maunu and Horahora Structure Plan

The general purpose of this Structure Plan is to provide for the sustainable management of the natural and physical resources of the Maunu and Hora Hora area, in accordance with the aspirations of the local community and to the benefit of the wider Whangarei District.

Tikipunga, Glenbervie and Vinegar Hill Structure Plan

The purpose of this Structure Plan is to provide for the sustainable management of the natural and physical resources of the Tikipunga, Glenbervie and Vinegar Hill Road area, in accordance with the aspirations of the local community and to the benefit of the wider Whangārei District. 

The area lies to the north east of Whangārei City and includes the shops at the Kiripaka Road roundabout and Paramount Parade, while encompassing the Tikipunga, Glenbervie and Vinegar Hill areas and a range of residential, recreational, commercial and rural land uses.
